Cross River Launches Drug Reform to Combat Maternal Mortality and Improve Access to Medicines

In a transformative step toward improving healthcare access and reducing maternal mortality, the Cross River State Government has launched a revitalized Drug Revolving Fund (DRF) and piloted a new Drug Management Agency (DMA) initiative with support from international health partners, including the IDA Foundation.

Receiving the first batch of quality-assured medicines at the state drug warehouse in Calabar, Commissioner for Health Dr. Henry Egbe Ayuk described the initiative as a game changer for public health—especially for vulnerable women. He noted that essential medicines are now available at significantly reduced costs, from ₦15,000 down to as low as ₦2,000 per dose.

Backed by an initial ₦15 million state investment, the revolving fund ensures a sustainable cycle where patient payments are reinvested to maintain availability. The forthcoming DMA law will further standardize drug procurement, reduce exploitation, and enforce quality control in both public and private facilities.

The initiative, praised by IDA Foundation and other partners, includes the delivery of 5,600 ampoules of Carbetocin, 1,900 ampoules of Tranexamic acid, and over 1,600 calibrated drapes for postpartum hemorrhage prevention. The Cross River health team was lauded for their leadership, preparedness, and commitment to saving lives—especially among pregnant women.

This reform marks a turning point in Cross River’s healthcare strategy and demonstrates Governor Otu’s commitment to proactive, people-centered governance.
