Borno Development Foundation Launches with Strategic Vision Under Zulum’s Leadership

A bold new chapter in Borno State’s recovery and development began on April 23, 2025, with the formal launch of the Borno Development Foundation (BDF) in Abuja—an initiative shaped by the strategic foresight of Governor Babagana Umara Zulum and other key stakeholders.

Created as a non-partisan, non-profit institution, the BDF is positioned to drive long-term socioeconomic transformation in Borno and the wider North-East region. The launch featured a landmark Memorandum of Understanding (MoU) with the Nigerian Economic Summit Group (NESG), signifying a shift from emergency response to structured, data-driven development.

Governor Zulum’s commitment to institutional resilience is evident in the BDF’s evolution from the COVID-era Palliatives Support Project to a fully-fledged development engine with a national network of partners and a community-first approach. The Foundation will focus on rebuilding healthcare, education, livelihoods, and public institutions—key pillars of the governor’s broader recovery strategy.

The BDF’s leadership includes prominent national figures such as Air Marshal Allamin Daggash (Rtd.) and Mohammed Hayatu-Deen, reflecting a high level of credibility and competence. According to Hayatu-Deen, “The BDF is not just an idea. It is a strategy. One rooted in collaboration, accountability, and measurable impact.”

With the NESG as a co-architect, the BDF is poised to become a beacon of transformative development in Nigeria, further amplifying Governor Zulum’s legacy of innovation, strategic partnership, and people-centered governance.
