Governor Otu Signs Cross River State Local Government Amendment Bill 2025 into Law

Governor Bassey Otu has signed the Cross River State Local Government Amendment Bill 2025 into law, introducing reforms to enhance governance, service delivery, and economic development across the state’s 18 Local Government Areas.

The new law is designed to strengthen local administration, improve operational efficiency, and foster greater grassroots participation in governance. Governor Otu emphasized that the amendment is part of his administration’s commitment to ensuring that local government structures are responsive, accountable, and development-driven.

Key reforms introduced by the legislation include:

• Expansion of Local Government Departments: The number of departments has been increased from seven to twelve to enhance service delivery and administrative efficiency.

• Optimized Funding Allocation: Adjustments have been made to the funding model for Ministries, Departments, and Agencies (MDAs) to improve governance and resource management.

• Enhanced Roles for Vice Chairmen: Vice Chairmen of Local Councils will now oversee humanitarian affairs, peace and conflict resolution, and sports development, ensuring more effective leadership at the grassroots level.

• Strengthening Local Administration: Additional staffing and administrative support will be provided to bolster local government effectiveness.

• Fair Representation in Executive Council Appointments: The new provisions ensure equitable representation in governance, allowing all communities to have a voice in policy formulation and implementation.

• Introducing Ward Relations Officers: A new role of Ward Relations Officers has been created to improve communication between local governments and communities, ensuring that governance remains people-centered and responsive to citizens’ needs.

Governor Otu described the legislation as a “people-first reform,” emphasizing that it is designed to foster greater participation, accountability, and sustainable growth within communities.

“This amendment is a commitment to ensuring that local governance functions efficiently for the benefit of the people. By strengthening administrative structures and empowering local governments, we are laying the foundation for sustainable economic development and improved service delivery across Cross River State,” Governor Otu stated.

He further noted that his administration remains committed to a transparent and inclusive government, stressing that these reforms will bring governance closer to the people, empower local leaders, and accelerate economic progress.

Governor Otu reiterated his dedication to building a stronger and more prosperous Cross River State, where every citizen benefits from efficient governance, economic opportunities, and enhanced public services.
