Governor Zulum Appoints Dr. Mohammed Ghuluze as Borno State’s New Head of Service

Governor Babagana Umara Zulum has approved the appointment of Dr. Mohammed Aminu Ghuluze as the new Head of Service of Borno State, effective March 3, 2025.

A statement from the Special Adviser to the Governor on Media, Dauda Iliya, confirmed the appointment, noting that Dr. Ghuluze succeeds Barrister Malam Fannami, who has retired from service. Governor Zulum expressed confidence in Dr. Ghuluze’s leadership and urged him to enhance professionalism, discipline, and efficiency within the state’s civil service.

Dr. Ghuluze is a seasoned administrator and medical professional with extensive experience in public service. Prior to his appointment, he served as the Permanent Secretary for Administration and previously held the position of Medical Director at the State Specialist Hospital.

His contributions to Borno’s healthcare sector have been substantial. In 2018, he was appointed Chief Medical Director of the Borno State Hospitals Management Board, where he oversaw major reforms in healthcare administration. By 2020, he became a Permanent Secretary in the Ministry of Health and Human Services, playing a crucial role in advancing public health policies.

Governor Zulum commended Dr. Ghuluze’s leadership track record and charged him with the responsibility of driving efficiency and innovation within the civil service. The new Head of Service is expected to leverage his administrative expertise to further the state’s development agenda.

This appointment reflects Governor Zulum’s continued commitment to strengthening institutions, enhancing governance, and fostering a disciplined and effective workforce in Borno State.
